Advertisement Alexis O’Hara (Sigi Pablo)The workshops include “Hello Sunday Morning! Queer Rave Afterglow,” which runs the same morning that Trudeau and company gear up for the Pride Parade. Put on by performer, choreographer and curator Andrew Tay (who will be very busy this weekend — he also has a show at Toronto’s SummerWorks), it’s described as “part dance party, part ritual, totally irrational,” which sounds like quite the event for a Sunday at 10 a.m. This weekend Montreal celebrates Pride, which will surely be anticipated by many thanks to Justin Trudeau’s first appearance in the parade as Prime Minister. But there’s a concurrent, brand new series of events being organized by a group of people with no official affiliation to Pride that is just as worthy of your attention. From today through August 15, Montreal’s Studio 303 is putting on the inaugural Queer Performance Camp, a non-commercial, non-corporate approach to community building that offers participants an opportunity to explore, create, perform and network through a series of daytime workshops facilitated by a wide range of “queer artist guides.” It’s open to anyone, regardless of sexual orientation, though its focus is on providing a safe space where “queer is the dominant culture.”“I’ve wanted to do this for a while,” says Miriam Ginestier, General and Artistic Director at Studio 303. “It affirms Studio 303’s latent, queer identity. It’s part of our identity and we really need to have an event that says ‘queer’ out loud. It is a bit of a pilot project. But I think people are really excited about it and feel that it is necessary.” Login/Register With: Advertisement LEAVE A REPLY Cancel replyLog in to leave a comment Facebook Twitter Advertisement
OTTAWA — The Canadian and global economies will continue struggling to maintain momentum this year, but in a relatively hopeful new outlook, the International Monetary Fund says it sees light at the end of the tunnel. The IMF now expects Canada’s economy will expand by a modest 1.8% this year — two-tenths of a point weaker than it forecast three months ago — and by 2.3% in 2014, off one-tenth of a point.[np_storybar title=”BoC signals no rate hikes anytime soon as economy slows” link=”https://business.financialpost.com/2013/01/23/bank-of-canada-signals-no-rate-hikes-anytime-soon/”%5D While the Bank of Canada acknowledges the economic outlook here and elsewhere “is slightly weaker” than thought, policymakers are also offering up some hope for the near future. Continue reading here. [/np_storybar]For the global economy as a whole, the international financial organization says growth will hit 3.5% in 2013, slightly lower than its October forecast but still stronger than last year’s 3.2% advance. In 2014, the world economy will rebound to 4.1%, the strongest rate in three years, it says. However, the IMF adds the global economy is coming out of the doldrums and that recent actions taken by governments and central banks around the world could pay quick dividends and produce stronger numbers starting this year.“Policy actions have lowered acute risks in the euro area and the United States,” the Washington-based fund says in a release issued Wednesday morning.“If crisis risks do not materialize and financial conditions continue to improve, global growth could be stronger than projected.”The IMF cautions that many of the troubles that have plagued the world since the 2008-09 recession remain. The eurozone recession will carry into 2013, the report predicts, although it won’t be as deep as last year’s.Meanwhile, the U.S. could still stumble if policy-makers too aggressively tackle the country’s long-term budget hole. As it is, the IMF believes government spending cuts in America will sap 1.25 percentage points from output growth in 2013.“The priority is to avoid excessive fiscal consolidation in the short term, promptly raise the debt ceiling and agree on a credible medium-term fiscal consolidation plan focused on entitlement and tax reform,” the IMF advises. Still, the overall take from the new analysis is more upbeat than recent releases from the group. It notes that while Japan has slid into recession, the slump is expected to be short-lived and growth will resume this year. It adds that government action is helping boost activity in some emerging markets, particularly China, where growth is anticipated to top eight per cent in both 2013 and 2014 after a sub-par year in 2012.While the IMF did not issue a specific analysis for Canada, the 1.8 and 2.3% growth rates for 2013 and 2014 are in line with the consensus of private sector economists. Many analysts believe Canada has one more year of below-trend growth ahead of it and that the U.S., a laggard since the recession, is poised to turn the tables on its northern neighbour in terms of economic performance.“It’s reasonable to argue that the U.S. is more likely to have some pent-up demand in housing and the consumer sector to unleash, whereas Canada is at structural peaks across all these things,” explained Derek Holt, vice-president of economics for Scotia Capital. With the housing sector slowing and Canadian consumers holding record debt levels, economists reason exports and business investment will need to carry the ball going forward. But that is unlikely to happen in a meaningful way until expansion in the U.S. and the global economies becomes a reality. The Canadian Press
A Brock University education assistant professor is among the first researchers to publish papers in an inaugural online journal covering developmental disabilities.Research by Kimberly Maich and Carmen Hall from Fanshawe College in London, Ont. appeared in the DAAD Online Journal (the Journal of the Division on Autism and Developmental Disabilities) whose Volume 1, Number 1 was issued in December 2014.“I’m very excited about it,” says Maich of the new journal and her paper, titled “Using a Photographic Electronic Activity Schedule to Decrease Latency in Transition Time for a Nine-Year-Old Girl with an Autism Spectrum Disorder.”As part of a pilot project with the Hamilton-Wentworth Catholic District School Board, Maich and her team examined how a nine-year-old girl living with autism used an iPad to help her keep a schedule of learning activities at school. She explains that children living with autism find it difficult switching from one activity to another and end up using valuable teaching time getting from place to place physically and mentally.“We’re trying to decrease her ‘latency’ or her time not doing purposeful activity before she transitions into another activity,” says Maich.Typically, such children use a laminated-type paper schedule. An iPad enables children to see vivid images of what they are supposed to do next. Maich says people with autism tend to respond well to visual images.“Sticking to a schedule is a life skill,” explains Maich. “We’re always thinking about developing future independence: the idea of being able to get to work on time, to get to the bus on time, do your housework in a timely manner, all of those things.”Maich’s research is one of more than a dozen studies in the inaugural DAAD Online Journal, published by the Council for Exceptional Children, a U.S.-based advocacy and research group billed as “the largest international professional organization dedicated to improving the educational success of individuals with disabilities and/or gifts and talents.”According to its webpage (http://daddcec.org/Portals/0/CEC/Autism_Disabilities/Research/Publications/DADD%20Online%20Journal%20V1%202014.pdf), the DAAD Online Journal “integrates research and practice, reflecting the need for evidence-based and practice informed strategies and interventions within this diverse field.”Topics include: Autism Spectrum Disorder (ASD), assistive and adaptive technologies, intellectual disability, and mental health.

State Bank of India (SBI) is actively examining taking cyber liability insurance to protect its 30 crore customers after a huge security breach in October last year hit Indian banks wherein millions of cards were compromised. Spammed! India faces maximum IP blocks as spam emails globally rise to record levelsJust last week Hitachi Payments Services, which runs the network of ATMs affected in India, admitted that its systems were compromised by a sophisticated malware in mid-2016. Around 3.2 million cards were affected in one of the biggest cyber-security breaches in the country and also resulted in a scare over the security of card-based transactions. The worst-hit banks were SBI, HDFC Bank, ICICI Bank, YES Bank and Axis Bank. According to the finance ministry, top 51 banks in India have lost close to Rs 500 crore from April 2013 to November 2016 and about 56 percent of this amounted to net-banking thefts and card cloning.”We have always seen maximum security in all our IT systems. We are now considering to avail cyber insurance covers for our customers,” SBI managing director Rajnish Kumar told PTI. Even though currently the industry base for cyber insurance is a mere Rs 60 crore, in the wake of demonetisation and a slew of measure thereafter taken by the government to promote online transactions, insurers are witnessing a rise in demand for cyber insurance and cyber liability insurance as cyber threats are also on the rise. Non-life insurance providers such as New India Insurance, National Insurance, ICICI Lombard, Tata AIG, HDFC Ergo and Bajaj Allianz currently offer cyber insurance covers in the country. New India chairman and managing director G Srinivasan said the insurer is in talks with quite a few banks to provide cyber insurance cover to them. Meanwhile, SBI on Saturday reported that its net profit rose to Rs 2,610 crore during the October-December quarter from Rs 1,115 crore in the same quarter last year. The net profit was primarily boosted by the 3.9 percent stake sale in its subsidiary SBI Life Insurance for Rs 1,755 crore. The bank’s net Interest Income grew 2.2 percent during the quarter to Rs 14,751.5 crore compared to Rs 14,437.5 crore in the previous quarter. Its net non-performing assets (NPAs) came in at 4.24 percent as against 4.19 percent in the previous quarter. At 11:25 am on the BSE, shares of SBI traded 1.5 percent lower at Rs 272.

Road transport and bridges minister Obaidul Quader. File PhotoRoad transport and bridges minister Obaidul Quader on Sunday said hartal has lost its appeal as people hardly respond to such programmes. The minister came up with the remark as left-leaning political parties observed a half-day hartal (strike) today protesting the hike in gas prices.”Gas price hike is realistic as the authorities concerned have to give subsidy despite the rise in its prices,” he said while speaking at a press briefing after a presidium meeting of the ruling Awami League at its office.Talking about the AL rebel candidates of local government election, the Awami League general secretary said, “Punitive action will be taken against those involved in breaching party discipline, and a decision will be taken in this regard at its working committee meeting.”The meeting also discussed the month-long programme ahead of 15 August preparations for its next national council and others. The drive for collecting AL members will start on 21 July but discussion will be held with the prime minister before that, he said.Education minister Dipu Moni, Jahangir Kabir Nanak and Awami League joint general secretary Mahbub-ul Alam Hanif, were, among others, present at the press briefing.
Dave Fehling | HPMThe Environmental Protection Agency ordered two companies to make more extensive repairs to stabilize the Superfund toxic waste site, following Hurricane Harvey.About a month after Hurricane Harvey flooded a contaminated Superfund site east of Houston, the Environmental Protection Agency ordered two companies to immediately fix damage to a “protective cap” that keeps toxic waste there from spilling into the San Jacinto River.Nine months later, even after some initial repairs, that cap still needs fixing. There have been lingering concerns about the possible release of cancer-causing dioxins at the San Jacinto River Waste Pits since the storm. After Harvey, the EPA noted that while the exposed toxic waste “does not dissolve easily in water,” it is possible for it to “migrate further out into the surrounding sediments.”But John Meyer, local branch chief for the agency’s Superfund program, said while toxic material has been “exposed,” it hasn’t so far spilled beyond the site.“The data has not shown that the material has traveled away,” he said.Still, Meyer said the agency is concerned about high levels of toxins discovered in the parts of the site that have been surveyed. In Harvey’s immediate aftermath, an EPA dive team discovered dioxin levels more than 2,000 times higher than the maximum levels the agency recommends for the site. That initial sampling of 14 areas also found that the cap – meant to safely contain the toxins – had been damaged, exposing the toxic material. Now, after similar sampling of 22 areas in June, the agency said the cap is “absent,” the toxins are still exposed and they’ve again been detected at high levels. The area surveyed in June was a relatively small 50 square feet. The EPA says the new sampling shows dioxin levels at slightly lesser amounts than what was recorded in September of 2017, but still more than 2,000 times above what the agency recommends for the site. The agency has again directed the private companies responsible for the site’s long-term cleanup plan to “take immediate action” to fix the cap.The agency issued the same order in September, and said the following month those repairs were complete.Meyer, the local EPA representative, said the newly-discovered damage to the waste cap is due in part to “a very dynamic system” in the river. He said the agency is looking for a more lasting solution with this new round of repairs.“This is a temporary cover system, it was always made to last a certain amount of time,” Meyer said. “We need to be implementing something there that can withstand more than just a few months before it needs to be repaired, and that’s something [the companies] are now looking at.”“We have an idea of where this stuff could go, but we’ll never definitively know how Harvey truly impacted this site and the surrounding environment,” said Jackie Young, head of the Texas Health and Environment Alliance.Young has long advocated for fully removing the toxic waste from the river, which is now the EPA’s official plan. She’s not worried the damage to the site will complicate the cleanup process, but she is concerned about what happens before the cleanup begins.“The cap has proven it is not going to work, the EPA has required immediate repairs,” she said, “but how soon is immediate, and how many times are we going to have to go through this?”Meyer said the companies tasked with the repairs – International Paper and McGinnes Industrial Maintenance Corporation – have ordered materials to fix the cap, and that initial repairs should be finished within a couple weeks. Then the companies will submit a plan for a more lasting solution, he said. The companies did not make anyone available for an interview. They have previously insisted that the cap “performed exceptionally well” during Harvey, and that sampling in late 2017 showed no evidence of toxins being released from the site. This story has been updated with comments from an EPA representative. Between work, kids, Game of Thrones, taxes, and self care, who has time to schedule tours of potential new homes? No one, that’s who. That’s about to change, though, with the launch of Zillow 3D Home. The real estate firm this week unveiled its AI-powered mobile platform, which lets iOS users capture and view 360-degree panoramic photos for free.“Previously, 3D tours were only found on high-end or expensive homes, due to the high cost and time-intensive capture process,” according to Josh Weisberg, senior director of product development for Zillow 3D and computer vision. “Now with 3D Home, adding an immersive experience to a home listing is fast, easy, and free, which benefits buyers and sellers at all price points.”It’s especially handy among Gen Z and Millennial buyers, many of whom find 3D tours or recorded video of a home important in their decision-making process.(As a reluctant Millennial, I will admit that seeing a prospective rental in full—from the comfort of my couch—automatically puts the seller in good standing.)The 3D Home app, currently available only for iOS, walks users through the 360-degree-image capture process, then uses artificial intelligence to stitch together “seamless” tours. It can also enhance photo exposure and select thumbnail images to be represent each room.If you’ve ever used Google Street View, you’ll have no problem maneuvering through Zillow’s 3D Home program. Simply click on a specific space to go directly there, or drag and tap your way through the dwelling.Finished tours are accessible via the My 3D Home dashboard to edit, share privately, or add directly to a listing.Zillow piloted the program early last year in select U.S. markets, and quickly saw strong demand for the technology across the country; during field testing, nearly half of the thousands of 3D tours were generated outside markets supported at the time.Download the Zillow Real Estate & Rentals iOS app now to start touring homes, without ever leaving your own.More on Geek.com:Warby Parker’s AR App Lets You Virtually Try on GlassesYou Can Virtually Try on Sneakers With This Cool AppWarm Up With a Virtual Tour of Lava-Covered Exoplanet 55 Cancri e Stay on target
THE psychiatric nurses’ union walked out on Thursday and threatened to remove staff seconded to the central prisons unless the safety of members dealing with convicts at Athalassa hospital is guaranteed.“The law clearly states every prisoner should be accompanied to the hospital and we will examine the possibility of taking the seven nurses stationed at the central prisons away,” Andreas Andreou, head of the psychiatric nurses’ union told the Cyprus Mail during a work stoppage at the mental institution in Athalassa. This was a reaction to a violent incident on Wednesday night, the second in as many months, in which a convict attacked and injured three of the nursing staff and two policemen who were called in to help.“In some cases they send four wardens to accompany a convict, only to leave them here and go,” he said, adding that following the last work stoppage in July after a similar incident, things had come to a head. The matter needed to be sorted out as the government had not kept its part of the bargain in what had been agreed among stakeholders.“After the incident in July, we held a meeting with the ministers of justice and health where it was agreed that if a psychiatrist suggested a prisoner needed to be accompanied, the prison would send a warden to keep watch over him while being treated,” explained Andreou. “Before this was agreed, the prison service would only send an escort if there were four or more convicts being treated at the same time.”Andreou said his members had voiced reservations with the new system, but said they would give it a try, something they came to regret following Wednesday’s incident.“On Sunday, when a prisoner was sent for treatment, having seen the doctor’s notes, I called the prison and asked for an escort only to be told by the warden in charge that instructions had been given from the governor not to send any wardens.”“On Wednesday, when I was informed the patient started behaving in an aggressive, violent fashion towards both the staff and other patients, I called Latsia police station that sent three officers down. I also attended the scene with two other nurses.”Andreou said the patient initially calmed down and seemed to be willing to cooperate, before resorting to violent and abusive behaviour again.“He started throwing objects around, kicking and punching. Three nurses were injured, as were two policemen.”Andreou said Thursday’s work stoppage was the first measure his union took in order to get the law to be implemented with more measures to follow.Justice minister Ionas Nicolaou avoided going into “the precise facts which have played out because it is a matter for which a report is expected to fully inform on the matter.”“From the first moment that concerns arose around matters of the nurses’ security in the Athalassa psychiatric wing where prisoners are being treated, a meeting was called and chaired by the health minister where all the problems were discussed and decisions taken.”According to Nicolaou, detailed procedures were worked out at the meeting to cover every case of prisoners being transferred to the area of the psychiatric facility.“What I await, is to be fully informed and to see what has been done in this case, despite the fact that to my knowledge, the procedures that were established as part of the meeting, had been fulfilled,” he concluded. You May LikeInsured Nation – Auto Insurance QuotesNew Rule in Rowland Heights, California Leaves Drivers FumingInsured Nation – Auto Insurance QuotesUndoPopularEverythingColorado Mom Adopted Two Children, Months Later She Learned Who They Really ArePopularEverythingUndoPlarium I Vikings: Free Online GamePlay this for 1 minute and see why everyone is addictedPlarium I Vikings: Free Online GameUndo Concern over falling tourism numbersUndoTurkish Cypriot actions in Varosha ‘a clear violation’ of UN resolutions, Nicosia saysUndoPensioner dies after crash on Paphos-Polis roadUndoby Taboolaby Taboola

NewsNew Delhi | Published: January 7 2014 4:04 am Two writ petitions had been filed by the Association of Unified Telecom Service Providers of India and the Cellular Operators Association of India against orders issued by the Director General of Audit Post & Telecommunications to all telecom service providers Related News Ruling that the Comptroller and Auditor General of India was authorised to audit “every rupee flowing into the Consolidated Fund of India by way of revenue” the Delhi High court Monday dismissed pleas filed by private telecom companies against audit of their accounts “If all the income of the state must in view of the constitutional requirements be credited to and form part of the Consolidated Fund of the State it is obvious that the income derived by the state from any contract cannot be kept out of the general revenues…” the bench of Justice Pradeep Nandrajog and Justice V Kameswar Rao said Two writ petitions had been filed by the Association of Unified Telecom Service Providers of India and the Cellular Operators Association of India against orders issued by the Director General of Audit Post & Telecommunications to all telecom service providers directing them to produce books of accounts and other documents for verification of revenue to the CAG for three years from 2006-07 to 2008-09 According to the companies the CAG did not have the power to conduct a revenue audit of private telecom companies But the bench noted that as licence holders the companies were bound by contract to maintain accounts relating to the licence agreement and in particular the revenue received by it “…There is a contractual obligation of the licensee to account for and pay to the Central government its share of the revenue…Needless to state without an accounting there is no way by which the Central government can determine its dues” the bench said The verdict is likely to impact the way public private partnership and joint ventures work in the country since the court said a “new emerging regulatory state” was needed to curb the system that had grown out of “club governance” Emphasising the fiduciary relationship of trust between the government and the companies the court held that under the terms of the licence agreement the companies had undertaken the accounting responsibility for the Central government as well as themselves The court also noted that the terms of the contract between the government and the telecom companies involved grant of permission to the companies to use the natural resource of spectrum in exchange for a consideration which would include a percentage of the revenue of the company plus radio spectrum charges and entry fee According to the court as the payment was received by the government out of the gross revenue received by the companies it was within the jurisdiction of the CAG “We conclude by holding that neither Rule 5 of the Telecom Regulatory Authority of India Service Providers (Maintenance of Books of Accounts and other Documents) Rules is ultra vires Section 16 of the Comptroller and Auditor General (Duties Powers and Conditions of Service) Act 1971 nor is Section 16 ultra vires Article 149 (power of CAG) of the Constitution of India” the bench said “We have already held… under the terms of the licence agreement the licensee has undertaken the accounting responsibility for the Central Government as well as itself” “Thus the accounts of the licensees in relation to the revenue receipts can be said to be the accounts of the Central government and thus subject to a revenue audit as per Section 16 of the Comptroller and Auditor General (Duties Powers and Conditions of Service) Act” the bench said The court however made it clear that the CAG audit would have to be restricted only to a revenue audit “pertaining to the receipts and no more” “The Comptroller and Auditor General would not confuse himself with his wide all embracing power under Section 14(2) of the Comptroller and Auditor General (Duties Powers and Conditions of Service) Act 1971 which includes inquiries into aspects like faithfulness wisdom and economy in expenditures” the court said For all
